Economics of Mobility
Mobility unit of the Ministry of the Flemish Community

Context

In June 2001, the Mobility unit of the Ministry of the Flemish Community published a study on the economic effects of the Mobility Plan of the Flemish Minister for mobility, public works and energy. The Flemish Government had decided in 1999 to present an integrated plan for durable mobility to "control mobility, reduce environmental pollution and damage, and guarantee the accessibility and viability of towns and villages" in Flanders .

Customer Demand & Needs

• What are the economic, financial and budgetary impacts of the Durable Mobility Plan for Flanders , horizon 2010, on the main economic agents and what are the macroeconomic multiplier effects?

• Make sure budgetary constraints are respected, taking into account receipts from new road tolls, parking, taxes on fuel and public transport balances.

Benefits for the Flemish Ministry (represented by the Mobility-cell)

• Impacts of the Mobility Plan on the economic accounts (receipts and expenditure) of the Federal Government, the Flemish Community, the public transport companies (NMBS, De Lijn), private car users, the transport sector, the business plan of the Mobility Plan, based on the results of the transport model received from Tritel n.v., using identical macroeconomic projections

• Net gains in monetary value (NPV calculated with the horizon 2010), in time saved by different classes of population groups and in employment in Flanders .

• Quantified impact on the Flemish budget over time: starting with an additional 6% debt ratio, an additional 14% in 2006 and finally a decrease of 4% in 2010.

Work done

Construction of the ECOMOVE model , a recursive sequence of models: macroeconomic assumptions/ Mobility Plan investments and transport tariffs assumptions/ transport models in time and in value (MOBIEL21)/ local and regional multiplier model / macroeconomic sectoral multiplier model at the regional level (FINDEM21)/ federal and community budgetary models (VIPREG)/ public transport companies (NMBS21)

• Direct costs and benefits - related to volumes and cost of transportation activities - and indirect costs and benefits - determined costs in the wide economic system by relative factor costs, including transport.
