Fiscal and Para fiscal reforms :
Federal Ministry of Social Affairs (Belgium)

•  Determine social needs (health care, unemployment age, pensions, .) and the capacity to pay social contributions (working age, .) consistent with demographic and economic developments
•  Use the demographic projections of the Federal Planning Bureau up to the year 2050
•  Introduce an explicit financial accounts for the social security in order to be able to simulate alternative rules and check the financial balance of the social system

Benefits for the Ministry of Social Affairs

•  It was checked that in the present system the pensions could be paid up to 2050 only if the working age was increased by almost 3 years; various scenarios of retirement ages of men and female were shown.
•  Scenarios about the health expenditures per person were projected up to 2050
•  Demographic scenarios per gender and per age of each category of the Social Security were shown up to 2050: children, unemployed, disabled, industrial accidented, pensioned

Work done

•  Set up a complete model for each sector of the social security (health care expenses, unemployment benefits, retirement pensions, children, industrial accident and disability allowances), including expenses and contributions
•  Construct a model able to combine official demographic projections and a number of long term economic projections of growth, employment up to 2050
•  Quantify the social needs as functions of the demographic factors (age, gender.) and the capacity to pay as functions of the economic development and the working population
•  Choose a limited number of scenarios up to 2050 with a range of assumptions about the most uncertain variables (number of immigrants and emigrants, growth of international trade, namely exports)
