Environmental Policy
Assessment of the environmental situation in Flanders (Flemish Government)

Context

Each year the Flemish government presents an assessment of the environmental situation and the impact its public policies in Flanders: the MIRA report realised by the "Vlaamse Milieu Maatschappij". The study of the impact of economic growth on the polluted air emissions is part of the economic analysis chapter.

Customer Demand & Needs

•  Know the emissions of air-pollution (NOX, SO2,NH3,VOS,CO2) over the period 2000-2010 as a function of economic activity and decisions such as pollution control expenditures by the Flemisch Government.
•  Construct a most probable reference scenario using official forecasts and a no change environmental and fiscal policy.
•  Construct alternative scenarios defined in the protocol convention proposed to he Flemish Minister of Environment and Agriculture in august 1999 and the doubling of international trade growth (from 4% to 8%).

Benefits for the Flemish Government

•  Quantified scenarios for 2000-2010 emissions of air-pollution as a function of economic activity: economic growth, sectoral activity, pollution control expenditures of the Flemisch Government and technology
•  Economically consistent alternative projections of environmental pollution and growth, including the budgetary implications allowing to adapt the policy choices

Work done

•  Construct econometric emission curves , equations determining the pollution nitrogen-dioxide NOX, sulphur-dioxide SO2, ammoniac NH3, non-methane organic dust VOS and carbon-oxide CO2 as a function of the production of the relevant sectoral economic agent, the amount of control expenditure and technological progress.
•  Introduce the economic assumptions from the Federal Planning Bureau, the European Commission (DG Ecofin, Energy), the Institute for National Accounts, the "Vlaamse Milieu Maatschappij". The fiscal rates, the emission control expenditures, the rules, consistent assumptions for relevant sectors (agriculture, energy, refinery, industry, combustion, transport, domestic.)
•  Use the Macro-sectoral model for the Flemish region ECO-MET, owned by ESTARTE, to produce scenarios.
